Ah, this is how you were planning to achieve consensus. Another issue is raised now with voting and participation rate. This procedure now becomes a direct democracy. As with standard voting, participation rates vary by demographic, and taking the time to actually “vote” often would further bias the sample.

Furthermore, a specific stake holder might be able to sway the priority of a vote, for example a local factory with pollution related votes.

The reason I bring it up is that this becomes an issue of changing voter behavior rather than a technology problem. I think as a related issue it would be very cool to prototype this idea as a general referendum style in a technologically savy area and propose it as an efficiency improvement aswell as governance is a common blockchain use case.
