How would this be different than comparing to platform promises? I think that larger issues would be more important then smaller citizen requests. If we consider what visionary leaders focus on, it’s usually larger policies.
Moreover, I think there are a lot negative externalities that might occur if politicians get overly focused on these types of goals. When people are falling short of their “bonus” quotas they often behave unethically, whether intentionally or not. Moreover, the targets can have large negative externalities, such as the case of New York crime reduction in the 1990’s with the rise of techniques such as stop and frisk.
Whether the policy resulted in a net gain of community well being is up for further discussion, but it wasn’t purely “good”
